After 16 hours of debate, Texas House approves $106.8 billion budget

After 16 hours of debate, the Texas House early Friday morning voted to approve a $106.8 billion two-year state budget in a 129-18 vote.

The final tally of legislators supporting the budget was well above the 100-vote threshold the House needed to meet a state constitutional requirement for using $2.5 billion from the state’s rainy day fund.

The debate, which was expected to last until well into Friday, was cut off around 1:30 a.m. with dozens of amendments still on the agenda when Appropriations Committee Chairman John Zerwas, the budget author, proposed moving all remaining amendments to Article XI, the so-called “wish list” section of the budget that many proposals never escape from.
