Hispanic concentration in Austin City Council districts

In the 1970s, a "gentleman's agreement" was made to reserve one City Council seat for one Hispanic and one African American candidate. Hispanics who tried to upend the system by running for other council seats struck out. That could change this year with the new political system known as "10-1", which has 18 Hispanics running in seven City Council district races on the Nov. 4 ballot. The map below shows the Hispanic population concentration in each of the 10 new districts.
