After earlier approving stricter rules for abortion clinics, a divided Texas Legislature adjourned Tuesday without approving its remaining agenda item: legislation to provide as much as $850 million in new road funding.
Just as he promised, Gov. Rick Perry immediately ordered lawmakers back for a third, 30-day special session to approve the road funding plan — a move that drew criticism from opponents of the legislation and quick action by the state Senate.
