The Federal Emergency Management Agency announced Friday that it is awarding a grant of nearly $2.8 million to help public schools in West reopen in temporary quarters this fall.
But the town is banking on $10 million in state assistance, from a disaster fund controlled by Gov. Rick Perry, to help repair damage to its schools and utility system — fixes that are needed to keep residents from moving away, said Mayor Tommy Muska.
