The chief financial officer of the University of Texas and a member of its governing board have reached a truce, at least for now, concerning the latter’s access to records entrusted to the former.
Kevin Hegarty, the CFO and vice president of the Austin flagship, is also its custodian of open records. Hegarty is responsible both for disclosing public information to people who request it and for withholding confidential material, such as personal health information, that is sometimes intertwined with the public records. He takes his job seriously, noting that violating his duties could subject him to civil and criminal liability.
