A Texas Senate panel on Tuesday recommended a new sentence of life with parole for 17-year-old Texans who commit capital murder, setting up a possible face-off with the House that wants to prohibit any early releases.
By a 4-0 vote, the Senate Criminal Justice Committee sent Senate Bill 2 to the full Senate for approval. The bill is the same as ones that did not pass during the regular legislative session that ended in May and a special session that ended June 25.
