The possibility Gov. Rick Perry will add a fourth issue to the second special legislative session’s agenda perhaps never existed, but where’s there’s session, there’s hope. Perry should give lawmakers gathered yet again in Austin in special session the go-ahead to consider construction bonds for state universities.
University construction bonds are an important piece of unfinished business from the regular session that ended in May. Lawmakers in the Texas House and Senate were oh-so-close to passing legislation to pay for campus construction projects when they ran out of legislative time.
