Here we go again with redistricting – or re-re-redistricting. Statewide redistricting has been a prominent issue in the Texas Legislature or federal courts for eight of the past 12 years. Why again in 2013?
A cynic might suggest that Gov. Rick Perry, Attorney General Greg Abbott and the Republican leaders of the Texas Legislature are simply addicted to the emotional high of a partisan power play or are simply trying redistricting over and over again until they get it right.
