For three weeks last spring a 15-year-old girl was held in a travel trailer in Kyle, given drugs, sexually assaulted and prostituted to 10 different men, according to court records obtained Wednesday.
Joe Angel Cisneros, 31, was arrested Wednesday in San Marcos and charged with human trafficking and sexual assault of a child. Law enforcement officers accused him raping and exploiting the girl, who was listed as an endangered runaway with National Center for Missing and Exploited Children. Another man connected with case remains at large.
According to court documents, Cisneros and the other suspect, Emoe Hernandez, kept the teen from Kyle in a travel trailer behind an auto body shop from Feb. 16 to March 7.
Hays County Sheriff’s deputies found the girl after she called 911 in the early hours of March 7 to report a medical issue. She was alone in the trailer and was transported to a hospital. The girl had been reported missing to the Kyle Police Department.
The girl told investigators that she knew Hernandez, 33, before she ran away from home on Feb. 16 and had met him through a friend on Facebook, according to court documents filed by the Texas Attorney General’s Office. After the girl left home, court records said, Hernandez and Cisneros took her to the trailer in Kyle.
During the next three weeks, the two men sexually assaulted her and took her to parties and houses to have sex with other men, as Cisneros and Hernandez collected money from the men, investigators said. According to court documents, Hernandez and Cisneros “controlled her the entire time she was missing.”
At one point Hernandez told the girl “that she was going to be working for him without specifying what she would be doing, although she had an idea this meant prostitution,” according to court documents.
The girl told investigators that Cisneros gave her cocaine and pain pills, according to court documents. She also said that Cisneros took her to a man’s house in Kyle where she stayed for a week, had sex with the man and smoked crack cocaine and methamphetamine.
Cisneros remained Thursday at the Hays County Jail on $150,000 bail. Hernandez remains at large.
