The Texas House and Senate, mustered back into service Monday for a second special session on abortion restrictions, were not in session Tuesday. But there was plenty of noise at the Capitol.
It started outside the hearing room where the House State Affairs Committee planned to go from 3:30 p.m. until midnight to hear the abortion measure that died in filibuster and chaos June 25 when the first special session ended.
