The Austin City Council agreed Thursday to include a new consideration in budget talks: an analysis of whether taxpayers can afford more spending.
Though acknowledging details remain to be worked out, council members said they largely support a resolution from Council Member Bill Spelman and Mayor Lee Leffingwell to require the city staff to calculate recent trends in the collective incomes of Austinites — and present those trends at the beginning of the budget process.
