The Austin City Council is poised to consider new laws that would require apartment complexes and other rental housing to register with the city and be inspected regularly.
Such regulations, which aim to protect renters from living in blighted, unsafe conditions, have been in place for years in at least 20 Texas cities, including Houston, Dallas and Fort Worth, according to a study to be released Monday.
