Phillip Brown, one of the many Browns clustered near Lexington in Lee County, got a call last year from Garry Brown, his neighbor and cousin, to talk about a plan to sell their groundwater to a company that wanted to ship it to the Austin area.
“He said, ‘You can either join us, or we’re going to take the water from beneath your land,’ ” Phillip recalls.
