Discord within the Texas House stymied budget negotiations in the Capitol on Thursday as Democrats refused to yield in their demands for more education spending.
Early signs suggested that a final budget deal was in the offing when the chief budget-writers from the House and Senate set an early afternoon public meeting to vote on the last of the big spending issues. But that meeting time came and went without any action.
