A civil rights group has asked the Austin City Council to examine the fatal shooting by police of a man who was reported to be suicidal.
In a letter, the Texas Civil Rights Project asked the council to appoint an independent consultant on handling police mental health calls to investigate the death of Herbert Babelay, who was shot and killed Tuesday night after officials say he pointed a shotgun at officers.
