State Sen. Kirk Watson accused Gov. Rick Perry on Thursday of improperly using a bill by the Austin Democrat to rile up conservatives and stymie efforts to sign up people for health insurance under the Affordable Care Act.
Watson said the governor is trying to create barriers to health coverage by calling upon Commissioner Julia Rathgeber of the Texas Department of Insurance to enact “heavy-handed” regulations on so-called navigators whose job it will be to sign up Texans for health insurance beginning Oct. 1, when the federally run health insurance marketplace goes online.
