Schools need to rely less on law enforcement and more on counseling to keep students with disciplinary issues in class and out of the “school-to-prison pipeline” — long filled disproportionately by minorities and those with disabilities — new federal guidelines say.
The wide-ranging guidelines released Wednesday tell schools that they must adhere to the principle of fairness and equity in student discipline or face strong action if they don’t.

New federal guidelines
New federal guidelines issued Wednesday urge districts across the country to take care in how they discipline students. Minority students and those with disabilities tend to be disciplined more often than their peers, data released with the guidelines show. The guidelines suggest districts:
- Create positive climates and focus on prevention.
- Develop clear, appropriate and consistent expectations and consequences to address disruptive student behavior.
- Ensure fairness, equity and continuous improvement.
